Médaille décernée à Charles Blanc, préfet de police et membre du Conseil de surveillance du Mont de Piété. Haut fonctionnaire français (1857-1915), il passe par Louis-le-Grand, l’Ecole des sciences politiques. Il commence sa carrière en tant que sous chef puis chef-adjoint du cabinet de Cyprien Girerd. Nommé sous-préfet des Sables-d'Olonne en 1884, il ira à Hazebrouck en 1888, La Flèche en 1888, puis préfet des Deux-Sèvres en 1894. Il sera nommé directeur de la Sûreté générale au ministère de l'Intérieur le 25 juin 1896. Il succédera à Louis Lépine en tant que préfet de police de Paris le 14 octobre 1897.

The news of the capitulation of Sedan provokes the revolution of September 4, 1870 in Paris. Proclaimed at the Hôtel de Ville, the Republic is endowed with a provisional government called the Government of National Defense. Threatened on the left by the insurrection of the Commune and on the right by the monarchists, the new regime had a difficult start..
